Analysis of technological development trends in the field of domestic and foreign robotics, development of proposals for the formation of a unified Russian classifier of robotic systems

The project included the analysis of trends in development of the world robotics and assessment of conformity of status and results of Russian research and applied studies in the field of robotics with the world level, as well as the relevance, potential and demand for the products and technologies for the needs of defense industry, nuclear power, space, medicine; development of the draft framework of a unified Russian classifier of robotic systems (RTS) for scientific and technological forecasting, formation of the list of breakthrough technologies in robotics on the results of classification and analysis of information on the existing and future RTS in Russia and abroad.

The results of this project will improve the efficiency of planning and coordination of activities aimed at the development of robotics and robotic industry in the Russian Federation, and will form the basis for the creation of information and analytical platform for standardization of descriptions of robotic systems, scientific and technological forecasting and prioritization of robotics development.

Study of robotics development trends in the interests of the defense capability of the Russian Federation, justification of directions and development of ways to improve the industrial technologies for the development and production of robotic systems

The project covered the analysis of trends in development of the world robotics for military and special purposes, comparative analysis and determination of positions of the Russian robotics relatively to the world level, analysis of products and technologies in the field of robotics in order to identify the priority directions of strategic studies and to define the industrial technologies used in the Russian robotics for military and special purposes; the development of a road map of development of robotics for military and special purposes until 2030. The results of this work will form the basis for the preparation of proposals for projects of state programs on the development of the military-industrial complex of the Russian Federation in terms of military and special robotics.

Statistical accounting and information analysis

One of the areas of activities of the Research and information center is monitoring, statistical accounting and information analysis. The specialists of this area are engaged in the formation of full and accurate information on the activities of RTC and its property position for timely provision of reports and statistical materials to regulatory authorities - Ministry of Education of Russia, Rosstat, the Administration of the Kalinin district and so on.
Much attention is paid to carrying out continuous work on supervising the implementation of the Federal Law dated 23.11.2009 No. 261-FZ “On energy conservation and energy efficiency improvement and on introduction of amendments to certain legislative acts of the Russian Federation” in terms of Paragraph 5 Article 22 of the Federal Law dated 21.07.1997 No. 122-FZ “"On state registration of rights to immovable property and transactions with it” in terms of Paragraph 4 Article 4.
An important component of work is information support of RTC activity. The established principles of interaction between structural units of RTC make it possible to have operative and qualitative processes of exchanging information within the Institute.
Nowadays the area of monitoring, statistical accounting and information analysis is actively developing and improving. The new methods of organizational management are being developed with use of modern information technologies, automated information systems for the monitoring and reporting.

International cooperation

Effective implementation of scientific and innovation activities in the field of high technologies is impossible without cooperation with relevant foreign research organizations and enterprises. International cooperation is an integral part of RTC, an important tool in ensuring the quality and competitiveness of products and services of the Institute in creating the robotic systems and security tools.
International partnership covers the exchange of experience, solution of the most complex and urgent issues related to the development of robotics.
The key directions of the international activity of the institute include: establishment of partnerships with foreign specialized research centers and organizations; participation in international research and development projects; participation in the international congress and exhibition, scientific and technical events, monitoring of the state and foreign programs promoting international scientific and technical cooperation in the field of robotics, participation in their implementation.

Participation in scientific and technical activities in robotics

Information support of scientific and technical activities of RTC allows to obtain actual data on current inventions and trends in the development of land, sea, air and space-based robotics, technical cybernetics, to analyze the long-term needs in robotics tools taking into account the prospects of development of the most science-intensive industry, to formulate new tasks and set goals and directions for research and development work. The main tasks of information support include effective positioning of operating results of RTC among specialized domestic and foreign research and industrial organizations, among potential consumers and customers of the Institute products; popularization of the image of RTC to expand international cooperation in the field of robotics.
In order to accomplish the task in hand, the relevant department of RTC organizes the participation of the Institute in exhibitions of regional, national and international level, participation of the Institute specialists in large-scale international and national scientific and technical activities in robotics
The list of priorities of RTC in terms of the assistance in development of congress and exhibition activities for information support and promotion of scientific and technical results of the Institute includes:

  • improvement of methods and forms of the Institute department responsible for congress and exhibition activities, including creation of favorable conditions for their development;
  • organizational, informational, marketing and advertising support;
  • implementation of strategy on the increase of level of participation representativeness of RTC in large-scale international and national scientific and technical activities in robotics;
  • participation in the implementation of mechanisms and forms of state support of congress and exhibition events on the subject of the Institute activity.

Within the framework of congress and exhibition activities of RTC, the relevant department of the Institute implements makes the following arrangements on an annual basis:

  • annual monitoring and analysis of the thematic technical and scientific event and exhibition events in robotics scheduled to be held in Russia and abroad, formation of the preliminary list of activities relevant to RTC specialists;
  • formation of the plan for the participation of specialists of RTC in the thematic congress events of various formats, including participation of the Institute in the exhibitions under the auspices of relevant ministries and agencies;
  • organizational and methodological support of RTC participation in the congress and exhibition events, including preparation of demonstration materials for the forum and exposition parts of the technical and scientific events, respectively.

Participation of RTC specialists in the technical and scientific events in robotics is designed to identify the directions for mutually beneficial cooperation with the specialized domestic and foreign companies, including the conclusion of letters of intent, agreements, contracts, as well as to identify foreign products of interest to domestic developers and users of robotic systems and security tools.
Thanks to the activity of the specialized department of RTC in the field of congress and exhibition activities, the Institute annually participates in activities that facilitate a direct dialogue between the developers and users of robotic security tools and that are organized under the patronage of the Ministry of Education of Russia, the Ministry of Defense of the Russian Federation and other ministries and agencies.
In the last few years alone, RTC has participated in such large-scale international congress and exhibition events as the salon “Integrated Safety”; “Innovation Day of the Ministry of Defense of the Russian Federation”; the forum “Days of Robotics in Sochi”, the forum «SkolkovoRobotics»; the military-technical forum “Army 2015”, and the specialists of CSRI RTC have successfully performed in many technical and scientific events that are relevant to the Institute : in the II International research and practice conference “Scientific research and experiments at the ISS”, in the International Conference on Advanced Robotics (ICAR); in the annual All-Russia multiconference on management problems(MKPU).
Active participation of RTC specialists in large-scale thematic events in the area of the Institute’s activity makes it possible to directly carry out the maximum assessment of the national components of the global scientific and research capacity in creating the tools of technical cybernetics and space, air, land and sea-based robotics.

International Scientific and Technological Conference “Extreme Robotics”

Within the framework of congress and exhibition activity for drawing attention to the long-term positive experience of RTC in solving actual problems of robotics related to increasing warning value, in preventing and minimizing the consequences of emergency situations, originating from the time of liquidation of consequences of the Chernobyl accident, the Institute annually holds the Scientific and Technological Conference “Extreme Robotics”.
The history of establishment of the Conference “Extreme Robotics” and its transformation into an annual event is objectively connected with the history of the domestic robotics. The Chernobyl accident and elimination of its consequences were followed by a new actual topic in robotics, called extreme robotics. Since then, RTC, as the founder and the head organization of the domestic robotics, holds regular national and international exhibitions and conferences dedicated to this direction.
Today, as the extreme robotics industry has become the vanguard of scientific and technical development of robotics in general, the value of the conference on the same name topic has increased, and it has attracted the attention of many foreign experts involved in developing the robotic systems and security tools. That is why for the past years the conference “Extreme Robotics” is held in the format of an international event with the participation of foreign scientists and representatives of major international associations and programs on the development of robotics.
The subject matter of the conference “Extreme Robotics” always covers a wide range of issues: from the conceptual problems of creation to the practical application of existing robotic systems. The conference examines the actual issues related to the creation of a new generation of robotic systems for use in extreme conditions and emergency situations, including fighting against terrorism, firefighting, handling the defensive tasks, as well as the tasks related to exploration of space and depth of the World Ocean, medicine, atomic energetics and hazardous production facilities.
Traditionally the conference “Extreme Robotics” gathers on its site the representatives of leading scientific research and manufacturing companies in the field of robotics, users and customers of robotic systems for the identification, analysis and discussion of prospective applications of robotic security tools, including their technical requirements, and the directions for scientific research and development work.
Organization and holding of scientific and technical events in robotics by RTC is an important part of the Institute scientific activity, as it allows to form the proposals on modern knowledge-intensive technologies, to establish mutually beneficial contacts with the leading domestic and foreign companies, to attract potential investors, as well as to orient in new directions of fundamental and applied research in the field of robotics in Russia and abroad.

Center of demonstration and popularization of the results and achievements in the field of Robotics and Mechatronics

In order to heighten the interest in robotics among pupils and students, RTC created the Center of demonstration and popularization of the results and achievements in the field of Robotics and Mechatronics (the Center of popularization of robotics of RTC).
The activity of the Center of popularization of robotics of RTC is focused on search and support of the talented pupils and students who are fond of the scientific and technical creativity, and on the formation of their practical skills for designing and programming of robotic devices, designing and implementation of technical projects, development of leadership potential.

About the methods of popularization of robotics

The Center of popularization of robotics of RTC has a unique collection of the Institute’s inventions, demonstrating a considerable experience in the field of robotic tools, which its specialists are ready to share with the kids. All the pupils and students have an opportunity to attend introductory lectures-excursions, dedicated to the space instrumentation and robotics, accompanied by demonstration of robots for various purposes; lectures-excursions to the production and technological complex of RTC with a demonstration of the process of production of individual electronic devices and precision mechanical components. The Center of popularization of robotics of RTC is the base platform for practice-oriented seminars for pupils in the format of business game: “Robotics: from creation to implementation”; “Robotics: Biomechanics of movement”. Participation in the business game gives the pupils a real opportunity to try their hand in research and design work, get acquainted with new technologies in the field of robotics, to understand the basic directions of activity of the Design Engineer. And the thematic lectures are held for all interested people on the basis of the Center of popularization of robotics of RTC: “The first humans in space”; “Myths and legends of the space”; “The sense organs of robots”; “Robot control”.
Within the framework of assistance in development of technological education for extracurricular activity of pupils, the specialists of the Center of popularization of robotics of RTC have developed a number of competitions aimed at the development of creative abilities by means of fine arts in the process of working with digital media, development of basic user computer skills and familiarization with means of information technology, as well as at the development of design and programming skills. And the most popular of them - the competition on Infographics: “Robotics-XXI” and competition on the independent inventions.

The results of extracurricular activities of pupils and students are successfully demonstrated during the youth robotic competitions, contests, academic competitions, festivals and exhibitions on robotics, participation in which is constantly supported by the Center of popularization of robotics of RTC and its specialists.
Within the framework of these events, the Center of popularization of robotics of RTC provides not only informational, organizational and methodological support, but also financial support for teams of pupils and students who have achieved excellent results in the field of scientific and technical creativity.

The youth robotic competitions “RTC Cup”

The youth robotic competitions “RTC Cup” are the competitions of robots created by students and pupils.
The purpose of organization and holding of the Youth robotic competitions “RTC Cup” (hereinafter – the Competitions) is to create conditions for the development of scientific and technical creativity of pupils and vocational guidance of young people in the direction of robotics, integration of robotics with the basic academic disciplines, formalization of robotics as a school discipline.
The first Competitions were held with the support of Ministry of Education of Russia in 2013 as part of the 5th festival “Mechatronics and Robotics” (October 2-4, 2013 EC “Lenexpo”, Saint Petersburg) and the largest international forums: “Russian Industrialist” and “St. Petersburg Innovation Forum”. Then the Competitions gathered the youth teams from Saint Petersburg and Leningrad region on their platform. Since then, the regular selection tournaments and final stages of the Competitions are held, and they are open to the youth teams from all regions of the country. Traditionally, the competitions are held in two categories: “Seeker” and “Thrill-seeker”. In the “Seeker” nomination, the robot is in sight of the operator (a participant of the Competitions), who can directly observe the actions of the robot with his own eyes, or with use of the external watching cameras. The robot is controlled remotely. In the “Thrill-seeker” nomination, implying a higher level of complexity, the robot is out of sight of the operator, the robot is controlled remotely using a robotic video view and the measuring equipment installed on it. According to the Regulation on the Competitions, presented by the youth teams to the jury and the spectators, in the allotted time, the robot must pass the maximum possible number of sites of the reconfigurable obstacle course – a practice ground, overcoming the typical types of obstacles and performing the tasks, including autonomously. As envisioned by the organizers, the Competitions should encourage pupils and students to create innovations in the field robotics for the solutions of specific problems, demonstrating their ability to correctly build algorithms and solve navigation tasks.
In the course of preparation for the Competitions the pupils and students learn Technical Sciences in practice, learn to create their own projects and work in one team. The organizers of the Competitions try to encourage the maximum number of pupils and students from different regions of the country to participate in the youth selection tournaments, stages of the Competitions and to present the robots created by their own hands to the audience and to the judges.
The social significance of Competitions is associated with the search and support of talented pupils and students, formation of their practical skills of designing and programming of robotic devices, skills in design and implementation of technical projects, development of leadership potential.
The uniqueness of Competitions consists in successful combination of two components: on the one hand, it is an educational program aimed at training of highly qualified young professionals with practical experience of team work, on the other hand, the Competitions are an interesting show. The exclusivity of these competitive actions also consists in application of the reconfigurable practice ground developed by the specialists of RTC, which, depending on the scientific and technical tasks solved by young robot technicians, makes it possible to change the types of obstacles.
The experience of these Competitions proved the relevance of this event: by creating a robot, the youth teams-developers, participating in the Competitions, try to solve a number of relevant scientific tasks. It would have been impossible without special knowledge and skills. So, in the process of preparation for the competition, the team members become highly skilled teams, able to solve modern Hi-Tech tasks: they know all the required applicable disciplines, understand the board computer “hardware”, microprocessor technics, use the modern electronic element base, as well as design skills, modern CAD and modeling systems.

Educational Science and Technology Platform “Robotics 2100”

In fulfillment of the Order of the Minister of Education and Science of the Russian Federation on the formation of proposals for the implementation of an effective mechanism of training of highly qualified engineering personnel for the domestic robotics industry, RTC has initiated the development of the project dedicated to the creation and implementation of educational science and technology robotics platform (hereinafter – ESTP “Robotics 2100”). The first presentation of the project to the potential participants of ESTP “Robotics 2100” was held in March 2015 in the framework of the meeting organized with the support of Ministry of Education of Russia on the basis of RTC. The project attracted interest and received a positive evaluation of the representatives of the executive authorities of Saint Petersburg, research organizations, higher education institutions, the business community present at the meeting.
The participants of the meeting shared their successful experience of implementation of progressive educational technologies in the educational process, including holding the youth robotic competitions, contests involving pupils and students engaged in scientific and technical creativity, development of distance learning programs, distribution of the unified hardware and software complex for practical training in robotics.
For the purposes of formation of proposals and implementation of state policy in the field of development of domestic robotics, development of a unified concept and program of activities of ESTP “Robotics 2100”, it was decided to establish the Coordinating Council on Robotics at the Russian Ministry of Education.
According to the decision of the meeting minutes, RTC was appointed the Coordinator of the Project on creation and implementation of ESTP “Robotics 2100”.
RTC is tasked with the development and implementation of the concept, the program of activities of ESTP “Robotics 2100”, the formation of its composition, and these tasks are successfully completed by the Institute specialists.
